Facts about TABOR (Measure 48)

Ballot Measure 48 is a complicated, confusing, constitutional amendment.
Coloradans learned the hard way. After 13 years under the TABOR Flawed Formula, Colorado’s K-12 and higher education system was decimated. Businesses stopped moving to Colorado. Health care services dwindled. Bridges and roads went without repair.
Ballot Measure 48’s formula is flawed.
Population + inflation isn’t an accurate predictor of state needs. The spending limit using population growth and inflation is bad math. The formula ignores the real cost of sustaining many state services, such as health care, and doesn’t take into account the fact that prison and senior populations are increasing faster than the overall population rate.
Ballot Measure 48 will hurt schools and our ability to keep communities safe.
The measure will reduce available revenue by $1.1 billion a year for important priorities. Measure 48 will impact Oregon’s ability to house and supervise felons, provide health care to children and keep schools open for a full year.
Ballot Measure 48 will force deep cuts to public services in Oregon, just like it did in Colorado .
Colorado now ranks 44th for fixing roads, 49th in K-12 education funding, 48th in higher education funding and dead last in vaccination rates for children. Oregon shouldn’t repeat the same failure.
Ballot Measure 48 has unintended consequences.
Language in the ballot measure is so poorly written that the Oregon Attorney General’s office has said that it could be interpreted to apply retroactively.
Ballot Measure 48 is part of a multi-state campaign by national special interest groups.
Howard Rich, a New York developer, has spent over $1 million on ballot measures in Oregon this year. He is also working with special interests to fund similar efforts around the country.
